AFAIK, that's only true for CF Model 94 receivers - Model 9422's have always been produced from drop-forged steel. I've yet to run across a flaking blue on a 9422, in looking at 100-odd rifles over the past 35 years - so maybe yours was chemically damaged by some solution.
